Martin is Head of the Maritime Practice at Farallon Law Corporation. He specialises in contentious and non-contentious shipping and offshore matters.
Martin was General Counsel at the Maritime and Port Authority of Singapore (MPA) for 15 years (2005 – 2020), advising its senior management and leading its legal and prosecution activities. In the latter role he also prosecuted in court, maritime regulatory offences for the MPA. He also advised MPA’s affiliated organisations such as the Ministry of Transport (Sea Division), Singapore Maritime Foundation, Singapore Chamber of Maritime Arbitration, Singapore Maritime Institute and ReCAAP Information Sharing Centre. He continues to serve the Singapore Organisation of Seamen (SOS) as a Legal Consultant, as an adjunct marine practice consultant at the NUS Centre for International Law, and adjunct fellow at the MPA Academy.
Martin represented Singapore at meetings of the Legal Committee of the International Maritime Organization, at the International Oil Pollution Compensation Fund Assembly and also at the Special Tripartite Committee (STC) of the International Labour Organisation’s Maritime Labour Convention, in Geneva. He continues to serve as a vice-chair on the STC.
Martin commenced legal practice in 1996 at Messrs Ramdas & Wong. Before he joined the MPA in 2005, he handled dispute resolution at Goodwins Law Corporation (Singapore). In his litigation practice, Martin acted as defence counsel in criminal cases including as assisting and lead counsel in reported capital cases assigned by the High Court under their LASCO Scheme. Martin was also an active volunteer with the Law Society’s Criminal Legal Aid Scheme, and also appeared as counsel for the Law Society in 2 reported cases. He also acted as prosecuting counsel for the Central Provident Fund Board prosecuting employers in court for offences committed under the CPF Act.
Before his admission to the Singapore Bar, Martin was an Administrative Service Officer in the Singapore Civil Service and served postings at the Ministries of Defence, Communications and Information, and was seconded to the Research Unit of the National Trades Union Congress.
